China proposes new organization for global artificial intelligence cooperation

China has proposed the establishment of a new international organization to promote global cooperation in the field of artificial intelligence, so that the benefits of the technology reach all countries equally.

China says it wants to create an organization that will promote global cooperation in artificial intelligence (AI), warning that the technology risks becoming the exclusive domain of a few countries and companies, Dawn reported.

Chinese Premier Li Keqiang said at the annual World Conference on Artificial Intelligence in Shanghai that China wants to coordinate global efforts to control rapidly developing artificial intelligence technology and share its progress with others.

Meanwhile, the administration of US President Donald Trump on Wednesday released an artificial intelligence plan aimed at increasing US exports of artificial intelligence to allies to maintain a technological edge over China.

Although Li did not mention the US, his statement suggests he was referring to Washington's efforts to limit China's development of artificial intelligence.

Li said China wants artificial intelligence to be open to all and that all countries and companies have equal rights to use it.

He added that Beijing is willing to share its development experiences and products with other countries, especially those in the Global South, i.e. developing or low-income countries.

Li said how to control risks associated with AI is also a key issue.

He said the limited supply of AI chips and restrictions on sharing skills are significant obstacles.

He added that AI governance at the global level is generally still fragmented, especially with significant differences between countries in terms of regulatory concepts and institutional principles.

He stressed that we must strengthen coordination and quickly establish a global AI governance framework that everyone can agree on.

The three-day Shanghai conference comes at a time when competition between China and the United States in technology has intensified, and AI has become a key arena in this competition

Washington has imposed restrictions on the export of advanced technology to China, including high-end artificial intelligence chips and chip manufacturing equipment from companies such as Nvidia.

The US says the technology could lead to a boost in China's military capabilities.

Despite these limitations, China has made steady progress in the field of artificial intelligence, which has attracted the attention of American officials.

During a roundtable meeting attended by representatives from more than 30 countries, including Russia, South Africa, Qatar, South Korea and Germany, Chinese Vice Foreign Minister Ma Zhaoxu said that China wants the proposed organization to promote practical cooperation in artificial intelligence and is considering setting up the organization's headquarters in Shanghai.

The Chinese Ministry of Foreign Affairs has released an action plan for the global governance of online artificial intelligence, calling on governments, international organizations, companies and research institutions to work together, create cross-border open source communities and promote international exchanges.

This government-sponsored artificial intelligence conference typically attracts major technology companies, government officials, researchers and investors.

Hinton is also among the speakers

Among Saturday's speakers were Anne Bouvet, the French president's special envoy for artificial intelligence, computer scientist Jeffrey Hinton (known as the "Godfather of Artificial Intelligence"), and former Google CEO Eric Schmidt.

However, Tesla CEO Elon Musk, who has often attended the opening ceremony in person or via video in the past, was not present to speak this year.

According to organizers, more than 800 companies are participating in this year's conference, which will showcase more than 3,000 innovative products, 40 major language models, 50 artificial intelligence-powered devices and 60 intelligent robots.

The conference also includes exhibitions where companies showcase their latest innovations.

This includes not only Chinese companies, such as Huawei, Alibaba and Unitry (which manufactures humanoid robots), but also Western tech giants such as Tesla, Alphabet and Amazon.
